Flood the Globe in World Wind

This plug-in will allow you to raise or lower the global water level. Want to see what Europe would look like 30 meters under water? Look here:
Likewise.. this is what the water levels could look like if someone pulled the drain plug and the oceans went down 1000 meters.
This plug-in is both really cool to just play with and useful for education and research. While it is not yet 100% accurate, with some more revisions to the code, and adding in more accurate elevation data; you would be able to get a fairly accurate flood model for an area.

Great news. A couple months ago I checked a plug-in that allowed you to raise the sea level 80m (polar ice melting scenario) or lower it 100m (glaciation scenario) and thought it was really cool, though I was hoping for one that could allow you to freely rise or lower the sea level. This could work great for tsunami scenarios visualization.
